"In the November 1914 edition of Headquarters Gazette he [B.P.]
announced his plans for a new scheme for Scouts who were 16 and 17
years old called the Scout Defence Corps. Fearing invasion, he wrote:
'A boy of 16 trained in discipline and makrsmanship will be worth a
dozen trained to nothing in particular'. Memebership was voluntary,
and the corps was NOT to be thought of as a permanent feature of
Scouting. In order to pre-empt the inevitabel criticism, he added: 'It
is NOT militarism but a struggle AGAINST militarisim'.
